Jay Starkman, P.C. is a CPA practice in Atlanta. Our primary work is tax planning and compliance for medium to high income individuals and small to medium size businesses. We also provide business advisory services and financial statement compilations. CPA Magazine named Jay one of the "Top 50 IRS Representation Practioners" in its April-May 2008 issue, noting, "If IRS representation is not an expertise of yours, contact one of the Top 50."

Specialized experience includes income and estate planning, multistate, and independent contractor taxation, and nonprofit organizations. Business and personal tax returns are prepared for all states. Our extensive tax library allows us to research all aspects of taxation, including all states. We represent taxpayers before the Internal Revenue Service in all phases of audit and collection matters through Appeals, and will docket cases in Tax Court.

We have extensive computer knowledge and experience, writing computer programs in JavaScript, C, Perl, Basic, dBase, HTML coding, and some Assembly. These Web pages were written in-house. We are the only accounting firm in the U.S. to write our own Form 1040 tax preparation program, since 1982. We still build our own computers from parts on which we run Linux and eComStation (OS/2) in addition to Windows.

Jay is very active with professional CPA organizations and the tax legislative process. He presently serves on AICPA's IRS Practice and Procedures Committee, and has served on the AICPA Tax Executive Committee, as chair of the AICPA Tax Practice Improvement Committee, and Tax Simplification Committee, and member of the Tax Policy Committee, AICPA Corporate Tax Shelter Legislation Task Force, the Corporate Tax Shelter Regulations Task Force, and AICPA Task Force on IRS Restructuring Issues. The Georgia Society of CPAs awarded him the Distinguished Member award and the State of Georgia passed a resolution commending his work on state tax legislation. He holds a BS in Accounting and MBA in Taxation from New York University, and an Able Toastmaster award from Toastmasters International.

Jay is a frequent speaker and writer on tax subjects, has been featured on TV and radio programs, and quoted in numerous publications. He has just completed a book, The Sex of a Hippopotamus: A Unique History of Taxes and Accounting, which will soon be available in print.
